What does "charters" mean in relation to tours and travel?

It means that someone booked something for a group. For example, if a bunch of Harvard alumni want to take a group flight to Germany, they would arrange for a charter flight. If a German group of Lions Club members wants to tour Italy, they would charter a bus.
Sometimes, there are opportunities for independent people to join a chartered vacation. Advantage: good price; disadvantage: no flexibility.
