Do I need a permit to sell caricatures at Fisherman’s Warf in San Francisco?

I’m a caricature artist looking to make some money. I see artists everywhere along Fisherman’s Warf in SF trying to make a buck, but do you actually need permission to be there?? If so, how?

I really don’t know, but some of the guys that do them don’t seem like they have permits.
