How to become a commercial fisherman?

How can a person become a commercial fisherman? Are there requirements a person must have?
I’m not talking about specific kinds of commercial fishing, I’m just wondering how a person can become a commercial fisherman (doesn’t matter what fish they are fishing for) just overall commercial fishing.
