Put in a factor of smoothness, casting, and strength. When i say inshore i don’t necesarily mean light taclke(FLA fishing gives great oppurtunities for bull reds, monster snook, and migrating grouper)!
It mainly depends on how much you’re willing to spend. Assuming you don’t want to spend an arm and a leg, check out Daiwa Emblem Pro, shimano Spheros, and the Penn SS series reels. I personally use liveliner type reels, like Shimano Baitrunner, Daiwa Sealine Black, Penn live liner.

I agree with Gonefishing.
It all depends on how much your budget is and whether you want strictly a "flats" reel or a "flats/light-tackle Offshore" reel.
Most inshore Fla guides use Penn Metal SSm/Penn Slammer reels, Shimano Stella and Baitrunners, Daiwa Black Gold Series & Fin-Nor Offshore Series reels OFS.
Daiwa BG Series- although Daiwa Black Golds don’t have infinite anti-reverse, or are "perfectly smooth" they ARE built like tanks and could be used for half a lifetime if properly cared for , ($75-$105). I’ve had a pair of BG’s for over 10 years and they still work perfectly. MANY "vested" Fla inshore guides use these reels exclusively.
Penn Metal SSm- another well-designed reel that has stood the test of time. SSm’s are another reel with a minimum of "bells & whistles" but have a reputation of lasting forever. They are not the smoothest reel and have a distinct "wobble" on the retrieve ,BUT, they have excellent durability and a good drag. ($129) (The 650SSm would be "OK" for Inshore/Offshore fishing but too heavy for strictly Inshore Flats fishing.)
Penn Slammer- One of the few newer designed Penn reels that has a good reputation. A model 260 would be appropriate for Flats fishing and has the smoothness, casting, and strength you’ve requested. ($139)
Shimano Stella- Other than a Van Staal VSB 150B ($738), the Shimano Stella is the finest reel you could purchase for Flats fishing. "Newer" Fla guides use Stella’s due to their over-all excellence. (Model STL2500FD-$650)
Shimano Baitrunners- Baitrunners have a decent reputation as a "live liner" reel. If your looking to free-line live bait or do a lot of trolling this might be the reel for you. ($109-$129)
Fin-Nor Offshore reel OFS- The finest Offshore reel available, (period). GREAT drag and built like a platinum TANK! ($148-$178)
Out of the above mentioned reels if you are in need of a great BIG fish spinning reel the Fin-Nor OFS is #1 in my opinion.
Dedicated Flats reels
Any freshwater reel CAN be a Flats reel if properly cared for, but eventually (if accidentally "dunked" in saltwater, Etc) will corrode.
Here are my picks for a designated Flats reel :
1. Team Daiwa TD Pro-$79
2. Daiwa Tournament SS "Whisker" Series- $89
3. Shimano Saros F- $129
4. Shimano Sustain FE- $249
5. Pflueger Supreme- $99
Any one of these reels would be great if properly cared for.

you won’t go wrong with one of the penn SS models. king’s suggestion is about right. the 650 should work well for you and you get a lot of reel for the money from penn.
