Can a Pichu learn the move Volt Tackle in Leaf Green and Fire Red?

My question is: Can you breed two Pikachu with a light ball in Leaf Green or Fire Red to obtain a Pichu with Volt Tackle? Many people say they think it is only in Emerald, but they have never tried it.

    no pichu cant learn cant but i think a pickachu cheat gets u a lvl 95 pikachu that knows volt tackle

    no thats a sinnoh move and only pikachu or riachu can learn it at the daycare or move tutor
