Some of the best places for Tarpon fishing is in Tortuguero, Barra de Colorado and Barra de Parismina which are all nearby and on the carribean side.
On the pacific side you can go to Quepos, or Jacó.
They are not cheap but very popular, some of the other beach towns are cheaper but less popular.

Costa Rica has some of the best (if not the best) tarpon fishing in the world and it is on the Caribbean side. No doubt the best tarpon captain is Captain Eddie Brown (Bull Shark) out of Tortuguero and Barra del Colorado, who is universally known all over the world as the "Tarbon King," He has been fishing and guiding the area for 30 years.

Besides tarpon, you can also fish for snook (great fish to fish for) calba, tuna, tripletail, tripletail, Kingfish, Jack Crevalle and barracuda

There are other good captains in the area, for more info go to http://www.fishcostarica.com
References :
Tico Times Directory - Fishing

The best Tarpon and Snook fishing in Costa Rica is found on the Caribbean side of the country. Try the Rio Colorado Lodge
( http://www.riocoloradolodge.com/home.html ) as they seem to be the leading Tarpon fishing outfitter in Costa Rica.

For Sailfish, Marlin, Mahi-Mahi, Tuna, Wahoo, Roosterfish, and Grouper and Snapper, the Pacific coast is the place to be, most particularly out of Los Suenos and Jaco Beach, which is the fishing capital of Costa Rica. Hooked On Costa Rica(http://www.hookedoncostarica.com) seems to offer the best options for fishing the Pacific Coast.

What a great gift to give to the person that made it possible for you to be able to fish your whole life..Your Father
References :
Haved lived in Costa Rica for many years, and traveled the whole country extensively. Seen it all, been there, done that, and know where to find the best of everything!
